Language and file character code is decided by "charset" of "Content-Type" header. Association between character codes and charsets is prescribed in "FileEncodeList.txt" in OME_BrowserXCoS. You can find "FileEncodeList.txt" by Control-clicking OME_BrowserXCoS and choose "Show Package Contents" from pop-up menu, then follow folder path of Contents>Resources.
